# Sports management software for **councils**

Sporttia runs over 450 sports centers in 341 municipalities, most of them municipal sports services. Facility bookings, enrollment for courses and academies, payments, e-invoicing to FACe, access control and reports for the annual review, in one system with certification to Spain's National Security Framework (ENS) at medium level.

## What usually goes wrong

- Bookings taken by phone and on paper, with double bookings and arguments at the desk.
- Course enrollment that swamps the office every September.
- Cash payments that are hard to reconcile and hard to account for in an audit.
- Facilities open with no staff, and no way of controlling who comes in.
- Procurement and information-security requirements that generic software does not meet.
- Invoices to other public bodies prepared by hand and uploaded to FACe one at a time.
- An annual review built by cross-checking spreadsheets from every sports hall.
- Discounts for pensioners or large families applied by eye, with no record of who granted them.

## What Sporttia does

### Online facility booking

Residents see real availability and book from their phone. Each facility has its own rules: booking window, length, booking limits and rates by time band or type of user, registered resident or not.

### Courses, academies and events

Online enrollment with places per rate, categories by year of birth and payment in instalments. It is what ends the September queues.

### Payments, invoicing and reconciliation

Card payments, a prepaid wallet, direct debits and payment slips. An invoice is issued automatically on payment, in FacturaE and sent to FACe when the customer is another public body.

### Access control and capacity

Doors opened by QR, card or device, tied to the booking, membership or course, with each space's capacity counted live.

### Several centers, one supplier

A council can have several centers on Sporttia, each with its own facilities, rates, users and administrators.

### Medium-level ENS certification

Sporttia is certified to Spain's National Security Framework (ENS), a routine requirement in Spanish public-sector tenders. It is a Spanish credential: outside Spain it is evidence of an audited security posture, not something your own tenders will ask for.

## What a council's sports management software has to solve

A sports department does not sell court hours like a club: it runs a service with approved prices, regulated discounts and money that has to be accounted for. Sports management software for a council has to serve three people at once: the resident, who wants to book or enroll their child from a phone; the facility staff, who run the desk and the door; and the officer or auditor, who has to account for what was collected.

That is why Spanish tenders do not ask for “a booking program”. They ask for a “platform for sports activity enrollment and facility bookings”, a “management application for the council's sports department” or “management software for a sports center and pool”. Behind each title sits the same list of requirements, and the table below goes through it point by point.

## What a tender usually asks for, and how Sporttia covers it

The quoted phrases are translated from the titles of tenders published in Spain for this kind of contract.

| What a tender usually asks for | How Sporttia covers it |
| --- | --- |
| “Platform for sports activity enrollment and facility bookings” | Online booking and enrollment for courses and academies with places per rate, from the web or the app. |
| “Management application for the council's sports department” | A web panel for staff and a free app for residents. Nothing to install on the council's computers. |
| “Management software for a sports center and pool” | Bookings, memberships, passes, courses and turnstile capacity, including the summer pool. |
| Information security | Medium-level certification to Spain's National Security Framework (ENS). |
| E-invoicing | An automatic invoice on payment, in FacturaE, sent to FACe from the panel. |
| Accounting integration | A connection to Microsoft Navision, and every payment tagged with its municipal tax concept. |
| Collection through a partner bank | Q60 barcoded payment slips, and SEPA direct debit batches under rulebook 19. |
| Approved prices and discounts | Rates for registered residents, members or clubs, and social discounts applied and traceable. |
| Access control and capacity | Turnstiles with QR, card, PIN or fingerprint, citizen cards and live capacity. |
| Data and annual review | Thirteen reports downloadable as PDF and CSV, and a dashboard of the year. |
| Several centers | One council can have several centers under contract, each with its own setup and administrators. |
| Training and support | Our own team in Spain, in Spanish, after go-live as well. |

## Several sports halls in the same council

A municipality rarely has just one center: the sports hall, the pool, the football pitches and the neighborhood courts usually have separate staff. On Sporttia one client can have several centers, and each one runs on its own.

### Each center with its own setup

Its facilities, schedules, rates, memberships, users and administrators. The indoor pool does not have to charge like the outdoor courts.

### Within a center, one grid

All of a center's facilities —courts, pool, sports hall— share one grid, one set of rates and one user base. Whatever is split into separate centers is run with each center's own administrator account.

### Reports for each center

The dashboard and the thirteen reports belong to each center, in PDF or CSV. The department's review is put together from each one, with no spreadsheets to cross-check inside any center.

## On screen: The usage record of a facility

- Bookings, closures, courses and events in the same table, with a column telling them apart.
- An unused court can be accounted for: it was not free, it was closed for maintenance.
- Every report can be filtered and downloaded as PDF or CSV, ready to hand in.

## The annual review and audits, from the system itself

Thirteen reports answer what a sports department has to account for: occupancy of each facility, capacity, cancelled bookings, enrollment by course and rate, absences, the status of fees and unique member entries per month. They all come out as PDF to hand in and CSV to keep working with, with the totals already calculated.

Discounts are not applied by eye. Social discounts —pensioners, people with disabilities, large families— are set up as rates or discounts in the system, and each one is recorded on the payment it was applied to. When the auditor asks why a resident paid less, the answer is on their record.

## The council's accounts, collection and payments

What decides many tenders is whether the software fits what the council already has. These integrations are in production:

- **Microsoft Navision.** Customers, products and payments created automatically in the accounting ERP, with no manual uploads.
- **Conceptos tributarios municipales.** Every payment is tagged with the tax concept the council's accounts require.
- **Cuaderno Q60.** Barcoded payment slips for collecting over a bank counter.
- **Remesas SEPA (cuaderno 19).** The direct debit file every Spanish bank asks for, generated from the panel.
- **ZityCard.** The municipal citizen card: residents pay with the card their council already gave them.
- **Paycomet.** Banco Sabadell's gateway, with full tokenization for recurring payments.
- **Redsys.** The gateway used by most Spanish banks: BBVA, Santander, CaixaBank and everyone else on Redsys.

## E-invoicing: FacturaE and submission to FACe

Every payment generates its invoice automatically. When the customer is another public body —a state school, a group of municipalities or another agency— the invoice is issued in FacturaE, Spain's e-invoice format, signed with the organization's own certificate, and sent to FACe, the Spanish public-sector invoice portal, straight from the panel, with no downloading and re-uploading.

Invoices to individuals and to public bodies go in separate series, each with its own consecutive numbering. That way nothing has to be renumbered by hand at year end.

## On screen: What you are about to collect, before you collect it

- You enter the concept and the period, and the list of receipts that would go in appears, with each user and amount.
- The total is visible before anything is sent: two hundred and eighteen receipts and their sum.
- Only on generating is it sent to the bank, and those payments are marked as collected.

## Bookings, club allocations and sports academies

A council's booking grid mixes three uses that never meet at a private club: hire by residents, hours allocated to local clubs, and the sports academies.

### Fixed hours allocated to clubs

Each club's training sessions are booked on a recurring basis and share the same grid with one-off hire, without overlapping.

### An 11-a-side pitch that is two 7-a-side ones

Booking the full pitch blocks both halves, and booking one half blocks the full pitch. The same square meter is never hired out twice.

### Floodlights, charged separately

Every time band has its own price and distinguishes lit from unlit, so a winter hour under floodlights costs whatever the council has approved.

### Academies with their families

Categories by year of birth, payment in instalments and attendance per class. A parent enrolls the child from their own account, and consent forms are signed on a tablet at the desk.

## On screen: The capacity of each space, live

- The count is real: it goes up with each entry and down with each exit.
- When a space is nearing its limit, you see it before it becomes a problem.
- It resets itself every night, so someone who did not scan out is not counted forever.

## Turnstiles, capacity and “who came in on Saturday?”

### The turnstile will not open at full capacity

Once the declared maximum is reached, it stops opening until someone leaves. And anti-passback stops two people entering on the same credential.

### The pass is deducted at the gate

A resident buys a ten-swim pass and each trip through the turnstile takes off one use. No paper tickets and no stamps at the desk.

### With the card the resident already has

QR on the phone, RFID card, PIN, barcode or fingerprint, depending on the hardware, and compatible with the ZityCard citizen card.

### Every entry, logged

Who, with which credential, in which direction, at what time and, if refused, why. It is the question a council has to be able to answer.

## How it is procured and set up

1. **A thirty-minute demo** — With the sales team, to see the whole application. The price is matched to the council and discussed there.
2. **Tender, minor contract or framework agreement** — Sporttia bids in public tenders; depending on the amount, it is also contracted through a minor contract or framework agreement.
3. **A pilot at one or two centers** — The recommendation is to start there and extend once the staff are working with the system.
4. **Facilities, schedules, rates and gateway** — In that order, which the system itself enforces, and from a browser.
5. **Whatever data needs to come over** — It is not automatic: it is agreed before starting. The usual thing is to bring the users and their memberships.
6. **The rest of the centers, one by one** — Each new center is set up with its own facilities, rates and administrators. And support, in Spanish from Spain, carries on.

## What you should know

- There is no app with the council's crest in the app stores. Sporttia is a marketplace: residents use the Sporttia app and each center appears in it with its own profile.
- The report catalog is defined by Sporttia: there is no free-form query builder and no connection to an external dashboard.
- Turnstiles already installed are assessed case by case, and entries with a prepaid pass need a connection: those for bookings, memberships or courses keep opening offline on turnstiles set up for it.

## Frequently asked questions

### How many councils use Sporttia?

Sporttia runs over 450 sports centers in 341 municipalities, most of them municipal sports services.

### Is Sporttia ENS certified?

Yes. Sporttia is certified to Spain's National Security Framework (ENS) at medium level, the usual requirement in Spanish public procurement. It is a Spanish credential. Data is hosted in the European Union.

### How does a council procure sports management software?

Through a tender, a minor contract or a framework agreement, depending on the amount and the procedure. Sporttia bids in public tenders. As a price reference: Sporttia comes in two packs: the Basic Pack, from €35/month, and the Advanced Pack, from €45/month, excluding indirect taxes. In a tender, the offer is prepared on what the tender documents ask for. The app is included. With its own bank's POS, if Sporttia has it integrated, there is no Sporttia fee; with Sporttia's POS (Stripe), a fee on the payments made through it is charged every month.

### Does it issue e-invoices and send them to FACe?

Yes. The invoice is generated on payment; if the customer is another public body, it is issued in FacturaE signed with the organization's own certificate and sent to FACe from the panel. Individuals and public bodies go in separate series with consecutive numbering.

### Does it integrate with the council's accounts?

Yes. There is an integration with Microsoft Navision, every payment can carry its municipal tax concept, and it generates Q60 payment slips and SEPA rulebook 19 direct debit batches.

### Can social discounts be applied?

Yes. Pensioners, people with disabilities or large families pay their own rate or discount, and each one is recorded on the payment it was applied to, so it can be audited.

### Does it work for a council with several sports halls?

Yes. A council can have several centers on Sporttia, each with its own facilities, rates, memberships, users and administrators, and each one is run with its own administrator account. Within a single center, all its facilities share one grid.

### Can it handle courses and academies, not just bookings?

Yes. There are currently 3080 courses and activities and 39 events with open enrollment running on Sporttia, with places per rate and online payment.

### What does a council need to get started?

Nothing installed: Sporttia is web and app. Getting started means loading facilities, schedules and rates, and connecting the council's payment gateway. Support is in Spanish, from Spain.
